Politics 101.

Call it the psychology of learned helplessness or call it testing the waters. But some skilled person is truly pushing the envelope, as far as inuring or habituating Kenya's public to the idea of having an Ebola quarantine centre on their soil.

To wit— get Kenya's political class to import into the country one of the deadliest diseases known to man, this time a rare strain with no vaccine.

And then introduce a red herring. Get the public debating about "the facility should serve Kenyans too," thus steering the conversation away from the primary fact of launching a disease that hasn't hitherto existed in Kenya.

Nairobi residents raised concerns over a US plan to open an Ebola quarantine facility in Kenya exclusively for American citizens, saying it should also serve Kenyans. US officials confirmed Kenya had not yet approved the plan.
