The President and CEO ensures that the Urban League of Metropolitan St. Louis, Inc. uses its human, material, and financial resources to make progress toward the achievement of its mission, goals, and objectives by managing the resources effectively, and ensures that the Agency discharges its contractual, financial, and legal obligations effectively, and maintains responsibility for the protection of the assets of the Agency.
The President and CEO will be responsible for overall management of the Agency to include program administration and coordination and managerial leadership, actively promotes the Urban League Movement and new directions internally and externally by continuing our strong Civil Rights leadership tradition, represents the Agency as an affiliate of the National Urban League movement and a member agency of the United Way of Greater St. Louis; executes the board approved strategic plan using all available resources, formulates policy and planning recommendations, decides or guides courses of action in operations by staff. Monitors results and advises of needed additions to the strategic plan when appropriate in response to changing environments; supports and conducts administration for the Board of Directors, informing board members of the current status of the organization as well as advising members on preferred strategies and resolutions. Recruits volunteer leaders in the community to participate on the Agency’s boards and committees;
leads and oversees fundraising planning and implementation; identifies resource requirements, researches funding sources, establishes strategies to approach funders, including new contract development, existing contract relationship management, and major planned giving initiatives; recommends yearly budget for Board approval and prudently manages organization resources within the budget guidelines according to current laws and regulations. Ensures adequate financial controls are employed to maintain and protect financial resources at all times; assures the organization and its mission, programs, products, and services are consistently presented in a strong positive image relevant to stakeholders; maintains a position of leadership and consistent positive presence throughout the Urban League Movement. Develops and maintains positive relationships and open lines of communication with executive directors of other United Way member agencies; manages the human resources of the organization according to authorized personnel policies and procedures that fully conform to current laws and regulations; maintains existing relationships with community groups; exhibits the highest ethical standards as a leader and executive consistent with the organizations code of ethics, and performs other duties as assigned by the Board of Directors.
Successful applicants for the position of President/CEO should hold a bachelor’s degree (master’s degree preferred) in business administration, social work, public administration or an appropriate discipline, with a proven track record of leadership and management in community-based organizations with at least five years of senior non-profit or for-profit management experience. This should include experience in the development and implementation of social service programs, program evaluation, advocacy, public education, fiscal management, strategic planning, resource development, board and volunteer relations, community mobilization and collaboration, and personnel management. Washington, DC, the Nation’s Capital, is a city of more than 600,000 residents, 52% of whom are African-American. The remaining 48% are made up of White4s, Hispanics, and other races and nationalities. The Washington area has one of the highest per capita annual incomes in the nation and a variety of governmental professional and service jobs to offer.
Washington, DC, has five major universities, including Howard University, and professional football, baseball, basketball, hockey and soccer teams. The Federal and District of Columbia governments are the area’s largest employers. The Washington area boasts one of the world’s finest rapid rail systems, with 86 stations open on five different routes. More lines and stations are planned in the future. The area is also served by the three major airports: Reagan National, Dulles International and Baltimore-Washington/Marshall International. The District of Columbia is governed by a Mayor and a 13–member City Council, managing an annual budget exceeding $8 billion and manages most non-federal municipal functions.
The Greater Washington Urban League (“GWUL”) has served the Washington metropolitan community since 1938. The GWUL contracts with federal, state and local governments to perform specific projects, and is supported by contributions and grants from individuals, corporations, and individual memberships. The GWUL offers services in the District of Columbia, and in two Maryland Counties that abut the City of Washington, DC.
The affiliate is governed by a 40-member board of directors and an advisory board that lends expertise and guidance to support to the League’s work. The GWUL’s President is the Chief Executive Officer of the corporation.
The Greater Washington Urban League has a clearly articulated mission to end racial discrimination and increase the economic, political and social impairment of Blacks, and other minorities and the poor, and approaches this mission by means of public advocacy and direct services. Direct service delivery is accomplished through human services, employment and training and, and education programs.
Additionally, the League is involved in the areas of house purchase assistance and economic development, financial education and college scholarships.

The Urban League of Greater Columbus was affiliated in 1971 and serves Columbus, Phenix City, Fort Benning, and the nine county area in the Chattahoochee Valley. The total tri-community population is approximately $275,000. Columbus has experienced phenomenal growth in the last five years, and is the home of the fifth largest insurance company in America – AFLAC, Synovus and TSYS. Fort Benning, which has been continually recognized as the Army Community of Excellence is now the U.S. Army Maneuver Center of Excellence located at the south end of the city.
The Greater Columbus and surrounding area has seven major institutions of higher learning – Beacon College, Chattahoochee Valley Community College, Columbus State University, Columbus Technical College, Georgia Military College, Troy State University and Auburn and Tuskegee Universities in Alabama, all within 30 minutes of Columbus. Atlanta is approximately 95 miles northeast on interstates I – 185 and 85 from Columbus. The city is the home of Georgia’s State Theater- the Springer Opera House, the Columbus Museum, the home of Ma Rainey – Queen of the Blues – the Liberty Theatre, the Coca Cola Space Science Center, the River Center for the Performing Arts and the Columbus Symphony Orchestra. Columbus is also home to TSYS, the regions largest processor of credit cards and sits on a brand new campus next to the Chattahoochee River where the country’s 10th longest riverwalk lies. Columbus will soon boast of the longest white water.
Columbus’ government was the first consolidated government in Georgia – organized in 1971 when the League was chartered. It was the first City in Georgia to be a “Certified Literate Community,” and the first Intellectual Capital Partnership (ICAPP Program) in the nation with one of only two accredited Parks and Recreation Departments in Georgia.
The population of Columbus is nearly 190,000 and has an average per capita income of $40,000.00 with a household median income of $39,000.00. Columbus’ civilian labor force numbers (180,000) and the Fort Benning Army installation employ nearly 7,000 civilians. Major industries include trade, finance, government, manufacturing and service.

PLANNING
Conducts research and analysis of community and constituents’ needs; develops new program and services that meet community and constituent needs; works with the board in the development of strategic plans, long- and short-range goals and objectives; plays a key role in attracting, developing and leveraging a powerful board in support of the affiliate’s mission, goals and objectives; plans for personnel resources to meet the needs of the affiliate and ensures the maintenance of programs and services.
MONITORING
Monitors the policies, plans and procedures of the affiliate to ensure affiliate compliance; monitors and assesses programs and services to ensure that constituent needs have been met; monitors affiliate fiscal administration to ensure compliance with Standards of Accounting for Voluntary Non-Profit Organizations and Agencies; monitors all phases of human resource administration.
FUND RAISING
Works with the board in establishing, developing and achieving fund raising strategies and initiatives; analyzes and evaluates fundraising and fund distribution results to benefit future events; develops ongoing contacts and cultivates current and potential members and sponsors; informs members of progress and significant accomplishments toward fundraising goals; identifies funding resources to ensure a positive impact on affiliate finances; with oversight of proposals to funding sources, annual campaigns, corporate solicitations, etc.
FISCAL ADMINISTRATION
Assists the board in strategic financial planning and development of the ULGC affiliate budget; provides complete, accurate and timely financials to the board and funding sources; implements systems of internal controls to safeguard agency funds; ensures fiscal accounting and reporting in accordance with Standards of Accounting for Voluntary Non-Profit Organizations and Agencies; recommends annual budget for board approval and prudently manages organizational resources within budget parameters while compliant with current statutes and regulations.
HUMAN RESOURCES ADMINISTRATION
Assists in the development and implementation of personnel policies including benefits; supervises personnel, providing performance appraisals and other developmental activities; exercises authority for the selection, training and corrective action of staff within the limits of policy and budget; maintains confidentiality of personnel information, actions, and records.

COMMUNITY/PUBLIC RELATIONS

KNOWLEDGE, EXPERIENCE, SKILLS AND ABILITIES
Bachelor’s degree (master’s preferred) from an accredited college in business administration, public administration, education, social work, human resource administration, finance, or a related discipline. Five years of senior level experience in business management, personnel management, strategic planning, fiscal management, program development and administration, or a combination of the above. Three years of experience working with a volunteer board or other demonstrated community leadership experience. Direct personnel/program management and supervisory experience required. NULYP Abroad - Amsterdam - Application Closes March 19th

The National Urban League Young Professional’s (NULYP) are embarking on exciting times as we lead our first delegation of distinguished young professionals to the Netherlands. NULYP’s Global Corps Initiative is organizing the delegation to provide young professionals with a cultural exchange that focuses on civic, ethnic and philanthropic developments in Amsterdam.
What role do young urban professionals play in society? What challenges do they face that are unique to their culture, and what challenges do we share? How do their education and higher education systems compare with ours? We hope to answer these questions and more during our delegation visit.
Amsterdam has been revered as a model city for their post-war urban development and growth. Much of their achievements in the areas of sustainable public amenities, excellent cheap transit, and extensive social services have granted them notable attention. The issues Amsterdam faces and have overcome mirror first-class North American cities and have long been pillars of the National Urban League movement.
Our NULYP Global Corps delegation will convene in New York on June 27 and return on July 5, 2013. Delegates will participate in professional meetings and site visits each day, but will also experience some of Amsterdam’s greatest cultural treasures, including festivities around the 150th anniversary of the abolition of Dutch slavery.
