where instead of somehow instantly getting Tommy's credentials off bat threw various connections, sbi have to do their own detective work because no other criminal or villain will interact with them because theyre too intimidating

so they don't know anything about tommy off rip and they can only try and kidnap him or talk to him when he is out as a hero or vigilante or whatever he is

buuut because of tommy's power, op levels of super speed or something else that lets him be able to get away quickly, they are literally never successful trying to kidnap him or follow him to his home

like I just imagine it gets to a point that they give up trying to follow him home because its so impossible, then they go threw the other 2 stages/plans in the worst order possible

the order they should have tried: try and convince him to come with them if that doesnt work, then revert to kidnapping him

but theyre dark sbi and in the braincell they all share, kidnapping for some reason is the go to

like, wilbur and techno and phil, completely locked in, trying to frantically capture tommy every time hes out and tommy, whos fear of the situation ran out like a week in, is just sidestepping and wondering what the hell these goobers even want from him
