basic au is that L got a death note and experimented a lot with it for various reasons. scientific curiosity. his successors picked up a pattern and thus he needed to make a killer for L to catch. thus, he invented Kira. he pulled the same tv stunt but just selected kanto as a good option, mostly because japanese manners would encourage whoever he framed to go along with things in public.

then, he searched in the region for someone who fit his own profile that he could predict and frame easily.

and thus death note became a psychological horror rather than a crime thriller as Light Yagami, a normal college student, is brought suddenly into the Kira investigation as an investigator and suspect, slowly realizing L is not what he seems, and that Light is having more and more gaps in his memory.
