It’s not from a TV special. It’s from Mankatsu, a 12-episode anthology series from 2004 that adapted Monkey Punch’s body of work. Lupin and co would have their own segment at the beginning and end of every episode.

I’ve posted lupin iii out-of-context compilations on there (not monetized), but according to them animation is “for kids” even though lupin is DEFINITELY not for kids?? (see: jigen saying coochie)
