Plot:
Troubadour, a French-accented turtle inadvertently gets kidnapped in the middle of telling the story behind The Toonsnatcher who orders his minions named The Blackheart Strikers to capture and collect as many cartoon characters and bring them all to him after he hijacked different televisions to only to find nothing but static. Suddenly, coloured bars appeared on screen. Followed by an image of some castle, and a scrolling list of names. This went on for several minutes, before ending with text, saying "These are tomorrow's victims." The broadcast would suddenly end, and static resumed one day late at night.
It cuts to Duckberg where Scrooge McDuck was polishing his first dime and Huey, Dewey, Louie Duck, and Webby Vanderquack were playing outside while one of Toonsnatcher’s minions named Eclipse prepares to kidnap them and makes spooky noises. Huey checks the same bush Eclipse was hiding only for him to about be pulled by him and Dewey, Louie, and Webby trying to help him get away but they get pulled in too disappearing. Scrooge then hears the screams of his nephews and goes outside to check only for him to be pulled by Eclipse. In Bugs’ hole, Bugs Bunny was chilling in his rabbit hole until he hears noises coming from outside. He went to check only for him to be swiped away by another one of the Toonsnatcher’s minions named Phantom. Cutting to different scenes, other characters such as Sonic The Hedgehog, Miles “Tails” Prower, Cream the Rabbit, Mario, Yoshi, Donkey Kong, Buster Bunny, Babs Bunny, Tom Cat, Jerry Mouse, Scooby Doo, Mickey Mouse, Gosalyn Mallard, Max Goof, Pistol Pete, Dale, Winnie the Pooh, Piglet, Roo, Bonkers D. Bobcat, Roger Rabbit, Wakko Warner, Dot Warner, Pipsqueak, Slappy Squirrel, Rita, Mindy, Woody Woodpecker, Knothead & Splinter, Mighty Mouse, Felix the Cat, Rocky the Flying Squirrel, Sherman, Betty Boop, Pink Panther, Garfield, & Odie are kidnapped in the process causing news outlets reporting it.
In Carson City Nevada, 16 year old Penny Walters’ rushes home from school with her friends Ethan Anderson, Tyler Phillips, and Sofia Williams where during a middle of a game of go fish, Penny shares a call to her friends telling her that they are gonna go on a trip to DisneyLand making Penny’s friends excited about their trip but Tyler warns Penny and their other friends about the Toonsnatcher to which Penny tells them not to worry and what’s the bad thing that could happen to them.
As they arrive to Disneyland in Anaheim California the next day, Penny, Tyler, Ethan, and Sofia are shocked to find out that Disneyland was permanently closed and were about to head home until they are lured in only to be saved by a man named Mr. Grayson Cyrus who claims to be a detective and needs help to find the missing toons. Mr. Cyrus tells the four friends of a trafficking operation where toons are kidnapped, have their toon antics taken, and are either killed by the “Dip”, have their appearances altered so they can star in his TV show, turned into small creatures, or turned into stuffed animals for the rest of their lives as he shows them the special broadcast that was showed late at night. Mr. Grayson Cyrus revolves to find the missing cartoon characters with their help. At first they disagree but later agrees after he makes a deal that Disneyland will be open again once they found them.
The group alongside other cartoon characters travels through Duckberg, ACME Acres, Frostbite Falls Minnesota, Muncie Indiana, Green Hill Zone, U.S Acres and Transylvanian castle among other cartoon places. During the journey, they pick up toons who some were friends with their victims and Mr Grayson Cyrus, mysteriously goes missing leading to the teens and other toons to find them. Later, they eventually find the castle that resembles the one from the special broadcast. They went inside and split up trying to find them. Meanwhile, the “Toonsnatcher” looks at a portrait of his father which transitions to a flashback sequence where it tells that his father didn’t allow him to watch cartoons and he himself started to resent them as he get up. Upon some of the toons finding them, some of them gets turned into turned into small creatures, or turned into stuffed animals.
Meanwhile, Penny and her friends sees this and the Toonsnatcher reveals himself as Fictive who disguised himself as Mr. Grayson Cyrus. Fictive tells his victims about his backstory in a song and plans to torture Penny, her friends and the other toons in his different schemes. But Penny and her friends help free the other toons and escape with the help of Penny’s mother and the three crash into ToonTown’s. Where the Toonsnatcher turns into a giant amalgamation dragon. While the toons fights Fictive, Penny, Tyler, Ethan, and Sofia tries to look around ToonTown for the “Dip”. As the eventually found the “Dip” supply, Penny and her friends empties the machine spraying and dissolving Fictive to death making machine explode and the toons lured by Fictive to turn back to normal.
As police and other toons gather at the scene, The Mayor of Townsville declares Penny, Tyler, Ethan, and Sofia the heroes of Toontown. The next day, Troubadour now freed from Fictive ends the story as he leaves his library and follows Penny, her friends, and toons as they head into Disneyland with Penny using her free pass to Disneyland Mickey Mouse gave her as Mickey Mouse takes a picture of Penny with her friends and the other toons behind Aurora’s castle.
