Okay, hear me out:

Let’s state firstly that it’s widely believed that Katniss (and district 12) has Native American heritage.

Having that clear, it must be said that many Native American tribes believe that hair is a representation of a person’s strong cultural identity. They are taught to take good care of their hair as a form of self respect, especially since the hair and the hairstyle they wear is the form in which they present their values and identity.

So, through the book we’re told how Katniss looses parts of her hair… it gets burn during the first arena and then once again during the bombing in Mockingjay, where she looses a considerable amount of hair.

And, as she looses more and more of her hair, she is striped from her culture and identity, its ripped off from her by this external forces she can’t control. A very important moment surrounding this aspect is when Peeta calls her a mutt. She’s completely detached from reality and has no idea of what she’s really like.
