The reason that a lot of the villains are named after gems, stones, and rocks (The Black Moon Clan, Witches 5, Amazon Trio) is that they - like the Shitennou - were displaced citizens of the Earth Kingdom. Trapped inside Metallia by the sealing powers of the Ginzuishou and Queen Serenity. They were released when Princess Serenity defeated Metallia and entered the cycle of rebirth as the Ginzuishou intended. But the time their souls spent in Metallia corrupted them into what they became known as. Villains.

I submitted this! Bonus round for @sailorheadcanons . What happened to the two missing Senshi? Their star seeds were literally destroyed protecting Kinmoku. Kinmoku was one of the first planets Galaxia hit, and they fought back against her so much after she took their star seeds, she shattered them. They will never be reborn.
