This particular moment in Star Trek is actually quite important. A lot of people don’t realise that understanding something is not the same as approving of something. This particular episode (A Taste of Armageddon) had a civilization where war was fought on computers instead of on the battlefield and instead of people dying in combat they would send the calculated amount of “casualities” into a camp to die. Kirk is outraged completely by this and rightly should be, but Spock is not so overtly disapproving. He understands why they might think their solution is better for their civilization and takes the time to think about why they are doing it. Even though he can understand why, he still believes it is wrong for them to be doing it.
There is a separation between understanding something and approving of something that a lot of people seem to miss.

you want that? FIGHT! for it, check if you're registered to vote and then find a way to volunteer, everyone can make a difference everyone!
Also for those of you saying “why doesn’t he do it now”, he doesn’t have a Blue Congress. If he gets a blue Congress, he can pass these, but if either the house or senate stays red, no progress can get made. Vote.
Every single person I've seen who asks "Why doesn't he do that now?" doesn't seem to understand how the US government works - and staying home and not voting makes it even harder to get these things done. Same with the Supreme Court - a lot of these same people raging about the Court and what Biden can do about it stayed home in 2016 despite all the warnings about the Supreme Court. If you want a Democrat to get anything successfully passed by Congress, you HAVE to vote in the midterms. If you don't want Republicans shaping the Supreme Court for the rest of your life, don't let their voters decide for you. Never forget that you are ultimately battling against Republican voters who want to choose for you while carrying the weight of like-minded individuals who decide to stay home.
