Watch carefully.

It's actually Beatrice who initiates the hug. Not only she puts her right hand on Ava's shoulder, but when Ava only starts turning around, her both arms are already closing around her. We can't see it because of the framing but I'm positive Bea was reaching Ava with her left arm. (Look at her left hand near Ava's shoulder. It would take it a bit longer to reach that point if starting from Bea's side imho).

Also look at Bea's expressions. At first she is fully going for it - she turns her face towards Ava, looks at her, raises her hand to cradle Ava's head... And only then - she panics. It almost seems like seeing her own hand not waiting for brain's directions but moving on instinct freaks her out. Only then she pauses - looks away - starts analyzing...

But her very first impulse in that moment was to hug crying Ava.
