If I were in charge of the CTA, I would make sure that the L system is a constant state of expansion to keep costs on projects down, there are 7 projects I view as most important to creating a well connected network.

Those being

1) Metra Electric District being converted to a CTA line with increased frequencies as well

2) Rebuild the Greenline to Jackson Park

3) Circle Line being built, finally

4) Brown Line extension down Lawrence Ave to meet with a Blue Line infill station there

5) Yellow Line Reconstruction/Extension, infill stations in Evanston and conversion to being a part of the Red Line to remove the transfer at Howard

6)Orange and Pink Line Extensions to Ford City Mall and Oak Park Ave in Berwyn respectively

7) Green Line Extension down 63rd to meet with the Orange Line Extension, where it would interline to provide a second transit connection to Midway

These 7 projects could be shuffled around in terms of priority based on costs and political priorities, but these are the most important projects for transport in Chicago. And yes, I know that these projects are focused primarily on the West and South Sides, this is because of how, due to decades of disinvestment, they have worse transit compared to the North Side
