in like 5-10 years there's going to be a wave of rehabilitated former terfs and they're going to want to be at the front of queer social movements. we can't let that happen for the same reasons we can't let former 4chan fascists lead leftist groups, even if they do feel bad about it.

Short answer: There is a lot of shit to deprogram when you leave a fascist movement, way more than just the transphobia in this case. Here’s a pretty good post from an ex-terf that explains how their entire politics is rooted in “only people like me are allowed to thrive, everyone else must be suppressed”, and it’s very easy to just change the target group rather than actually changing the belief. Hell, an example of that is the people who have pivoted to spewing stuff about how trans men are testosterone poisoned evil monsters, but refuse to view themselves as transphobic because they say they support trans women (despite using the exact same rhetoric that harms trans women).
Allowing these people immediately into leadership positions makes it much more likely that groups or orgs will start to use fascist politics, even if they’re nominally leftist. There are several points where leftist goals can end up crossing over into fascist politics; fascist leftism is sometimes referred to as “red-brown”. While it isn’t an example of fascist capture of a leftist org, a historical example of fascist socialism is Strasserism (a contemporary ideology of Nazism that wanted full worker control of industry, but was as racist and antisemitic as Nazism).
People who really want to change don’t try and jump straight to leadership positions. They do the hard yards and acknowledge that they have a lot of work to do before they earn trust, and that people from the group they harmed may never trust them. This isn’t to say that it’s impossible to reintegrate people from a fascist background, or that those people can’t become important community members, but like. They don’t earn the right to lead groups or movements just because they’re sorry, and they have more work to do to earn trust than people who haven’t been involved with fascist movements.
