Deceptively calm and stoic, she is a deeply contemplative young girl.
Despite gaining the direct memories of a kitten chased and shot to death, she is able to cooly relay among the most important details and observations of them. "Three teenage guys" who "seem nice [and] decent" implies the kitten inferred as much before the chase began, and that the boys may have lured it with kindness at first. She experiences it first-hand when seeing its memory. It's hard to tell if this is because she is used to this power or if she is naturally able to let overwhelming feelings pass over her without being overwhelmed by them.
It is not an isolated reflection she is making when she says, "I kinda understand how, with a weapon in your hand, you get the urge to try it out." The fact that Kaname is listenening without interruption too, is supposed to mean she is speaking about how Kaname used his power, was consumed by the supremacy it gives him, and her own feelings on that matter. "Being in a gang gives false courage to cowards," is a dig at Kaname as well as the boys: she could be effectively telling him "takes one to know one" when he calls them "slimy suck-ups".
Her father and abuse at home
Maybe most evocative part about her is that she admits she can envy someone without any hang-ups about the advantage(s) their power(s) give them, implying perhaps that she knows how she too could use her power for harmful effect and finds she can be seduced by it. She leads her monologue with this, that a tool that cannot be used without some effect will inspire a bit of morbid curiosity. I want to feel big. I want to feel scary. Combined with additional background information Togashi provides about their home life regarding a police officer father with drinking problems, it may be exactly due to him that she finds power attractive. Being an alcoholic is the least of their problems, being an "upstanding police officer", how safe did his family feel about leaving him? Who would his people protect if it came down to it?
Would it not be nice to be the powerful one?
She also finds that she has too much sympathy for a theoretical victim to genuinely consider making one of someone. While she envies someone who can use their advantages without regard, she also dislikes them for not realising the sacrifice and effort already present in their lives.
Honestly, it seems like she would be a good fit for Sensui's gang; could she not have fallen for the belief that she would be better than those she envies, because she is able to appreciate the sacrifice made by her victims? Would that not make her leagues better than her lessers? Or maybe she sees right through the bullshit with minimal effort. Either way, she is unimpressed with her brother for having joined Sensui.
One argument might arise that she might not know about Kaname's involvement with Sensui and Itsuki's plans, that Kaname never told her and thus she was ignorant in this scene too, but hot take, that's misogyny speaking. Why shouldn't she know, if not before this scene, then at least at this point?
Another interesting detail is that Kaname is unsurprised at her power and the memory she shows him. She is very concise when describing what she sees already, but she seems used to sharing what she knows.
When Kaname states he'll hunt them down and punish them for killing the cat, she expresses surprise. Wether this is regarding the revenge (unlikely, Kaname seems a very passionate person and prone to revenge when the least bit offended), or that he is telling her what he is going to do, or if she was hoping he'd do something else, is uncertain and up to interpretation.

Or whem you're feeling frustrated and want to take it out on something smaller and weaker." Sister approaches the dead kitten, reaching out to touch as she monologues: "But I don't do it… cuz I start to feel sorry for the victim. I admit, sometimes I envy people who don't feel sorry that way… even though I also hate them for it. they don't realize we live by the sacrifice of animals and plants." "It still holds a memory of fear," she says. "So helpless… so frightened… He saw them… three teenage guys… They seemed nice, decent, not thugs…" "Here, check 'em out," she touches Kaname's forehead with four of her fingertips, sharing the kitten's memory with him. "Feh!" Kaname exclaims. "Bunch of slimy suck-ups." "Being in a gang gives false courage to cowards." / END ID.
Power: Likely a result of territory, she can read and pass memories. Unknown if she can only experience the memory if her subject is dead, or if she can read the living too, but she is able to share it to her brother. Unknown if she can share with blood relatives only, with fellow psychics only, if they must be a blood relation and a psychic, or if there is no limit with whom she can share a memory with.
