Zenos' younger illegitimate half brother, Peregrine (Perry).

Perry inherited a small fleet of ships from his mother after her passing (although Perry usually tells people he "took them" from her). Although he became captain through nepotism, he was born and raised on ships, and under the intense training of his mother managed to become a competent leader.

While Perry always knew Varis was his father, and that he had an older half brother, Perry's own existence was kept secret from Varis until he was 15. While Varis didn't want much to do with the boy, he agreed with Perry's mother that it would be wise to keep him to one side, just in case anything happened to himself, or Zenos.

While not an ideal choice, it would mean there would be a backup, ensuring that Varis' bloodline would remain in charge.
