the foundation offers arcanists the right to exist as long as they follow the foundation as martyrs, while manus offers humans the right to exist as long as they follow them as monsters. neither side is looking for equality. st pavlov seems like it, but their relationship with arcanists is conditional and controlled. their goal is less "humans and arcanists living together in harmony" and more "lessen the threat and utilize the power of arcanists for humans"
its easy to think of the foundation as the hero since we're experiencing the story as a member; surrounded by other members taught by the foundation, but at some point, it becomes clear they're not interested in the lives of arcanists

(Sry for the small image, I can't find any bigger versions) For all the characterization I see about Dikke being this harsh agent of religious justice (which she is), I find it really interesting that she was responsible for protecting Arcanists from witch hunts. To the extent of stepping on the toes of the nobility by superseding secular courts (Dikke Story 1).
Makes me wonder about the whole deal of the inquisition is in Reverse 1999's world and her place in it (before and after being bishop) and it's got me wishing for Dikke's story to be expanded on.
Who gave the greenlight for the special courts? The Holy See, the Diocese of Pamiers (the place of Dikke's bishophood), some progressive faction in the Catholic Church? Hell, maybe she founded the special courts through her own will and appointed herself as supreme chief. I mean, it's plausible since a lot of her story materials keep hinting at how scary she can be (Dikke story 2 and 3). So she probably browbeat some bishops into making her pet project real.
