I'm lacking my dose of Inuryuu. So, I'm going to be loud and start making some Inuryuu hole. Again and again...but this time more about Inui be good brother figure for Kotaro.
In the romance trope if you fall in love with someone who have brother/sister, a loving sibling, and their sibling like them and give a bless....You already win.
We know Ryuuichi is dense and his top priority is Kotaro because he is the only one family Kotaro have. So he is always clueless about romance.
Everyone know, his classmate know if they want win Ryuuichi's heart, start from his little brother and never against Kotaro.
You know what, Inui already win but this man still confused too bad. One of reason, I like this ship because Ryuuichi not really have good impression to Inui first and Inui always try run away and Denial his feeling to Ryuuichi. Kotaro is the main reason make them can be closer little by little. Ryuuichi can see the good side of Inui because he see Inui always care to Kotaro, while Inui stop run away or hiding in order to help or take care Kotaro so he have a moment talk to Ryuuichi and understand better a little about him.
Kotaro is a toddler so of course he can't give a bless lol, but he is really like Inui. So this is still a green light for Inui who have a crush to Ryuuichi.
1.we are already know Kotaro idolize mask man (Inui) although too bad kotaro doesn't know yet....

Well you can said Inui "win" get his heart, Ryuuichi from "he is unpleasant" to this...look how his smile was shining at Inui. From Kotaro, he started to like Inui too.
