Generally speaking, Japan defines "feminine" (フェミニン) as elegant styles that cather to the male gaze by emphasizing the female body shape.

Even while Otona Girly is a lot more toned down, there's still playful details that give off a child-like innocence as opposed to feminine outfits being pretty plain without any "sweet" elements.
