Cornelius Noakes is one of the mainstays of the foundation whom Connie adores. While she strongly dislikes Murkoff staff and Prime assets- Connie clings to those who remain and support other reagents, like him! She often delays the rig maintenance line with her lengthy ramblings, but Cornelius tolerates it because he is aware of her “off-putting obsessiveness that can turn to violence.”
