The Eagles aren't a plot hole. If they used them then the Nazgul would immediately see them and take the ring.

2. The wraiths by that time were on horseback, not on felbeasts, so there was no way they could’ve known that.
3. We see the eagles fight the wraiths effectively one on one during the battle at the Black Gate.
They are absolutely a plot hole. They needed to be explained away for a reason why they weren’t helping (and why they decided to help in the final battle) or they should’ve been excised completely and Gandalf needed to escape Saruman some other way.
The Eagles don’t like to get involved in the business of men. They only help out Gandalf from time to time because they owe him and they would not have helped him fly the One Ring to Mordor. The Eagles would be shot down by Sauron’s arrows and catapults before they could even get to the black gate. The Fellowship needed another way in.

2. The eagles could’ve flown them to just outside Mordor if they couldn’t have gotten them inside.
The eagles did not carry the ring to Mordor because they could be tempted by its power, and they are in equal power with Gandalf, that means that with the ring they will be as dangerous as Sauron ítself.
