That’s a good question- The only direct reference to what you need to do with the Rings to really Light the Forge and shoot the Tadpole is these lines by Kanaya:

KANAYA: Every Magic Ring I Am Aware Of Is Currently In UseKANAYA: Some By Friends And Some By Foes

She doesn’t specify whether two are needed or one will be enough. The Trolls destroyed both, but it could also be an attempt by the group to not let either Ring fall into Jack’s hands, or that they destroyed the Black Queen’s Ring at Snowman’s behest and then had to use the White Queen’s to Light the Forge.

So I guess… Up to our imagination!
