It appears to be accurate, yes. This quote can be found on WikiQuote sourced to a 2001 book of Reagan “wisdom” edited by prominent republican writers and economists, some of whom were directly involved with him and his administration.

In fact, the context around this quote makes it even worse. He brings it up to sum up the point made in a discussion between a socialist and a capitalist, in which the capitalist keeps trying to score obnoxious points on the socialist as she argues for a better world, and then gets smug about “winning” the argument when she walks off.
