Very obvious swipe of cover from the celebrated "Hush" American comic book story arc published by DC Comics, Jim Lee Batman traced by Jamie Johnson as Phantom. Nightwing has been copied into a female Phantom figure, with arms altered to be off-balance.

The cover depicts a scene from the story where the Phantom is threatening to punch, and thereby give the Skull Mark to, Lamanda Luaga, the former president. However, even though Luaga is black, the cover features him as white. http://www.phantomwiki.org/The_Phantom_1084_(Frew)
