The Pale : The more affluent community of District 3 that houses the Mayor, Victors Village, Government buildings, and the merchants who supply them. While the merchants there are by no means wealthy, they usually live better lives than those in the rest of the district. Everyone in this area lives in standalone houses.
Nails : Neighborhood in the Northernmost section of D3. Named such because of the citizens’ hard work in the factories building small goods for the Capitol and the beating their hands’ take. “It is not unusual to see fingernails on the line.” Families here are granted stand-a-lone homes, but all single people live in “the Pods”.
Station: (in the Train Sector) Named for the massive station seen at the intersection of the tracks. This is where trains come for repairs, and it’s also used as a storage facility for functioning trains. North are two blocks of offices, where those who control the ‘automatic’ train systems for all of Panem work. These are also offices for those who design new trains. East of these are the pod blocks for those who work in the station, and those who work in the offices.
Steam: (In the Train Sector) These are the factories where new trains are built. Named for the funnels of smoke rising from the many chimneys, and the steam that often rises from the nearby river due to the heat from the hundreds of generators which are located on the riverbank.
There are pod blocks here for the factory workers, as well as less comfortable housing for the dirt poor.
Terminal : Capitol of the aircraft sector.
Blackout : Unused land in the south. Possibly old factories that were abandoned as new technology was developed. No one is known to live or travel there. This area and it's mystery tends to be fodder for old people to tell horror stories to the young. Is also a threat from parents "Don't make me banish you to Blackout."
Caps - The weapons development and factories are located in the mountainous sector of the district, just south of the Pale. Literally named from mountain caps, often white, that would be visible from several miles away. Also descriptive of the sounds of gunfire and explosions from a distance. There is quite a mix of residents here. Some of the best minds in Panem are trapped here by the geography and Capitol responsibilities. While a large region, the citizens here do not interact often with each other, or with many people at all.

District Vocabulary and People:
The Pods : Most easily compared to our apartment style or dormitory living. Usually full of young adult citizens who have not yet married and started a family. The buildings are normally made out of old factories no longer being used for their original purpose.
People Needed : Capital Representative, Stylist and Prep Team?
In sectors where work is strictly confidential, D3 citizens mostly keep to themselves. Known for their great intelligence, they usually start work in the factories in their region and work up to foreman positions. Those who show increased intelligence are usually tasked with developing and testing of new technology. Citizens of the transportation districts are often bolder and louder than those from weapons and small goods. These citizens have spent a considerable amount of time outdoors when compared to their fellow District citizens and often are granted more opportunities for socializing due to the teamwork required to build the large machines. Despite their close proximity and regular communication with the capitol, D3 children are not career tributes and do not train for the Hunger Games. Panem citizens consider the D3 tributes only hope to be their intelligence, as they are usually weaker than the other tributes and lack experience with any sort of weapon normally available in the games.
Families normally have 2 working parents and kids are often left to be tended by the elderly or older siblings. Children are in school until the age of 18. Education is taken very seriously and the children are expected to learn and retain a great deal from an early age. As soon as one turns 18 they are assigned to a factory for work.
People in D3 are usually dressed entirely in black, especially while working. Clothes of varying colors are often reserved for special occasions and are never word to work. The only people to wear white are Peacekeepers and those in the Pale whose standing puts them above the Peacekeepers (Mayor, etc.).
Architecture/Geography/Inter-District Transport:
Small communities dot the lush regional landscape. A community is usually centered around a factory, with the majority of its inhabitants working in the factory. Depending on size, there are often merchants living in the community to sell supplies and a few luxury items. In the more mountainous regions, homes and factories are often a great deal smaller and more spread out than elsewhere. These factories are often tucked into the mountain and the environment is allowed to grow up around them as camouflage. All citizens of D3 experience harsh winters and beautiful Autumns. Spring and Summer are fairly mild. The district is connected by a remotely operated train system that transports goods and supplies around the district as needed in the factories. This train is usually unmanned and people do not often travel on it. ((I’m thinking something like the L in Chicago)). It is used once a year to get the citizens to the Pale for the Reaping.
Need a district gesture: I can’t remember if the books have one for D3, but I know that D12 had one when Katniss volunteered for Prim at the reaping.
