As someone who has lived in Texas and Oklahoma both for many years- no. These states are polite only if you look and act "a certain way." And even then, how people treat you is highly dependent on context. I've met some really kind and wonderful people in these states. But I've also found that MANY people in these states are incredibly fake when it comes to politeness.
