DID IT! It was genuinely SO easy, I followed this video but here's how you do it:
A hacked 3DS. My friend used a New 3DS, I used an old 3DS XL. Hacking your 3DS is easier than you think; just follow this guide carefully: https://3ds.hacks.guide/
A computer. I think there's a way to do this with an android phone but I have no idea how to do that.
An SD card and a way to put it in your computer. I used this card reader.
A copy of Fallout. I used the Steam version of Fallout.
Connect your SD card into your computer and open its folder.
Open your 3ds folder within the card, create a new folder called 'Fallout' within it:
3. Locate your Fallout folder. Since I have the Steam version, mine's in my steamapps folder.
4. Copy the DATA folder, CRITTER.DAT and MASTER.DAT files...
...to the 'Fallout' folder you made in your 3ds folder.
5. Go to the Fallout.cia github and download the fallout-ce.cia file (the second one pictured):
6. Copy the fallout-ce.cia file you just downloaded to your 'cias' folder within your SD card. If you don't have a 'cias' folder, you can just make one. I got an error saying there was no space and had to delete some stuff to make room but my SD card is only 4GB.
7. Eject your SD card and put it back in your 3DS.
8. Turn on your 3DS and open FBI:
9. Navigate to SD > cias > fallout-ce.cia, then select it to install the file
10. Go to your home menu and 'unwrap' Fallout, which should now be there. I had to open another program then close it to return to the home menu a second time but you likely won't have to do that. Fallout should now be playable on your 3DS!
The controls are entirely touch screen, similar to how the game can be played with just a mouse. I haven't played much yet but I can tell the controls will take some getting used to. Worth it to be able to play Fallout on the bus though.
