He’s a total abusive jackass and treats Ryuu like crap. Shame it’s played for laughs. Like wtf Takahashi?!

Honestly I don’t think his abuse for Ryuunosuke is played for laughs. Rather, how utterly terrible he acts is used to karmically justify him constantly being the butt of jokes. He like, has no redeeming qualities so you laugh *at* him when bad things happen to him and root for Ryuunsouke to overcome him.
