Francis has talked at length about the two parts and how there are two separate stories being told between them. Part 1 was heavily focused on getting Peeta back. That was the story. Her mentioning killing Snow in her list of demands steps away from the Peeta narrative.

Sorry for dumping all over your post, OP, but I keep seeing it going around and it’s been bugging me because it comes off like they just dropped the line without thinking twice about it. When, in fact, Francis has already talked about why it wasn’t included in Part 1.

What she said. Plus, it will have a greater dramatic effect that Katniss only demands to kill Snow once she’s seen what he’s done to Peeta. And it will make greater sense that Coin would even consider the request (because Katniss will have served her purpose for the rebellion and is now something between being a threat and disposable).

In pt 1, Katniss isn’t thinking about killing Snow because she’s only thinking about how to get Peeta back. Once that mission is achieved, but she sees that she’s lost him, that’s when she decides to go out blazing.
