This is Billy, Heâs a Punk (Derogatory).
WeâŠdonât actually know a lot about Billy. Whether it be from him being a literal nobody who just happens to have a goat head or his lore isnât fully fleshed out yet due to the early stage development of this game, we just donât know anything personal about him.
Hereâs what the in game description has to say about him;
âBilly is a white hot ball of rage, furious at the very notion of...something. Maybe itâs the cops. Maybe itâs magic regulations. Maybe itâs the service at the gyro place downtown. (Not the good one. The other one.)
Don't ask him how he got the goat head.â
Billy's wish is unknown, although the Patrons imply that Billy wants to change the world due to it being "corrupt and beyond saving.â But with how loose Billyâs idea of âcorruptionâ is, who knows what that means.
Itâs implied that Billy got his goat head from black magic or some other kind of eldritch powers and he also implies thereâs a reason he turned his head into a goat (I think heâs just trying to save face and was cursed).
This is his weapon, Biquette.
Itâs a very beaten up and pointy looking gun that rapid fires bullets out of it. Itâs a close range weapon that does 74 damage per second. On one side, it says âCRETINâ and on the other âSPIT IT OUTâ. So this can either be read as âCretin, spit it outâ or âSpit it out, Cretin.â
Billyâs abilities are as follows;
-Bashdown; using his spiked bat, Billy slams the ground and does an initial 55 points of melee damage. Then, thereâs a residual shockwave that does spirit damage, 35 to be exact.
It also pulls down anyone who happens to be above you.
-Rising Ram; Billy will charge into an enemy and knock both them and himself into the air
-Blasted; Billy will break a bottle on his head and melee hits will restore his ammo and cause âwreckedâ on enemies.
Wrecked Enemies will get a 10% damage amplifier to Billyâs bullets.
-Chain Gang; Billyâs Ultimate where heâll cast an AOE circle around himself and anyone caught in it will be chained to him.
Chained enemies will get a massive âSlowâ debuff and will barely be able to move. After a few seconds, Billy will pull all the slowed enemies towards him and deal 120 spirit damage.
-Billy goat" is a term used for a male goat.
-Billy's weapon name, Biquette, means "young female goat" in French. It is a reference to "Biquette the punk rock goat", who went viral on the internet for hanging around punk rock and metal concerts.
-Due to always carrying his hat in his left hand, Billy has a unique reloading animation where he will eat his weapon's magazine before loading a new one that he pulls out from his jacket.
âąThis animation is also likely a reference to the popular myth that goats can consume and digest any material, including inedible ones.
-Billy possesses a full set of teeth at the front of his mouth. This is unlike real goats, who lack an upper set and instead have a hard dental pad.
-Paige wishes she could give Billy a hug. She tries to connect with Billy by seeing past his "mad at the world" schtick, but is unsuccessful.
-Billy hates everyone and everything, with almost everyone in the game also REALLY hating Billy.
-Billy enjoys rioting and looting in New York,[8][9] although he thinks he's the only one allowed to start fires in "his" city (he does accept public rioting if the Knickerbockers win the basketball championship).
-Despite being an anarchist, Billy still pays his taxes
-Billy used to use Rising Ram in Mosh Pits before being asked to stop.
-Billy is a punk 20 years before the punk movement of the 70s

He may hate people, but I'm going to go out on a limb and say he's one of the most beloved characters in the fandom. Everybody loves a fluffy anthropomorphic animal with jerkish tendencies. Paige trying to break through to him reminds me of Jax and Pomni's dynamic midway through The Amazing Digital Circus, namely Jax telling her "there's nothing more to me. So please, just stop looking"
But like, you can't look at somebody with an attitude that course who has an entire goat's head and not see that something's going on there.
Could be a curse, but I also think chances are high he pulled a Porco Rosso by being so disgusted with either himself, humanity, or both that he couldn't stand to look at his own face and cursed himself to look like a goat as a way of distancing himself from his fellow man.
Either way, he looks like a lot of fun and seeing him rage is a real treat.
