Nolan’s problem is that he thinks that things can still go back to how they were. He thinks feeling guilty and apologising is something that should be recognised.

Even though he acknowledges that people won’t forgive him for everything he’s done, he doesn’t really accept it. He goes to Art, he goes to Debbie, despite knowing he shouldn’t.

He still subconsciously holds other people’s views of him above doing the right thing and that’s what keeps him from true redemption.

He’s still full of pride, and Nolan doesn’t understand that redemption comes at the cost of complete ego-death. Quite the undertaking for a Viltrumite, and that’s what makes his character development great.
