Pres. Bongbong Marcos, in his fifth State of the Nation Address (SONA 2026), made an initiative to transform medical assistance and social aid to Filipinos from a system of political "debts of gratitude" into a guaranteed, direct right for every Filipino.
A significant portion of the funds recovered from corruption in flood control projects will be channeled into education, food programs, the DOH, PhilHealth, and MAIFIP—all to truly help heal and strengthen the bodies of Filipinos.
1. No Need for "Guarantee Letters" (GLs) from Politicians.
• Eradicating Patronage Politics:
Historically, indigent patients had to seek Guarantee Letters (GLs) from politicians (senators, congressmen, local officials) to secure medical coverage under programs like MAIFIP.
• Direct Government Service:
Under Section 19 of the General Appropriations Act (GAA) and the full rollout of the Department of Health’s (DOH) Zero Balance Billing (ZBB) Program, patients admitted to basic or ward accommodations in DOH-run hospitals receive full coverage without needing political endorsements or recommendations.
• Anti-Pork Barrel & Anti-Epal Enforcements:
Financial aid distribution is restricted exclusively to authorized government personnel and accredited partners, barring politicians from political branding or leveraging healthcare aid as personal favors.
2. Recovered corruption funds from substandard, unfinished, or ‘ghost’ flood control projects are now being reallocated to essential social, health, and nutritional services.
• Health Sector (DOH & PhilHealth): Boosting funding for hospitals, universal health coverage, and expanded PhilHealth benefits.
• MAIFIP (Medical Assistance to Indigent and Financially Incapacitated Patients): Directly funding hospital bills without political intermediary GL requirements.
• Education & Food/Nutrition Programs: Strengthening nationwide feeding programs and supporting marginalized communities to ensure holistic wellness and food security.
In his SONA, President Marcos Jr. announced that PhilHealth will expand its coverage to include a wider range of blood tests and medicines, helping Filipinos prevent diseases. Furthermore, the PhilHealth package for children with developmental disabilities will be doubled.
