according to the timeline of my headcanons lol
emre crossed paths with hazard before freja tracked him down.

i ship emre&freja really deeply as bros, and i see their personalities as pretty similar (= the reason i didn't get on the emfrej ship)
i ship them at that lvl where you're so close that you're not afraid to be around each other without social masks. (and the sense of humor of one brain cell, where you can freely act as stupid as possible around each other)

…so after some time, once they got used to each other again, she was able to distinguish more clearly which parts of his behavior could be connected to the AI and which couldn't.
and when she started noticing the other ones, she was getting close to the almost? impossible possibility that maybe he just had someone?
so at first she would toss out ironic jokes here and there, watching his reaction and gathering little crumbs of information, bcse at first emre flat-out denied everything.
but freja is too good of a hunter, and emre knows it - so over time it turned into almost a little game, where freja would casually drop leading questions&emre would give one-word answers - knowing that was enough. at one point he even sighed and said, "trust me, you don't want to know" - which of course made her want to know even more.
so after a while she would have eventually gotten to the phreaks one way or another (especially since i think people at talon would know about them well enough - at least after the "moira incident") - and a little later - to Hazard.
what does metal gear have to do with this…..
the problem was that at that point she still hadn't seen his photo in the dossier.
she knew he was a former soldier. knew he was radical, anti-organization, had ties to omnic groups. the theft operation from moira? surely that had to be a sharp, strategically planned move, otherwise it simply wouldn't have worked.
so when she finally confirmed that it was Hazard, and that it was that Hazard - she built the whole picture in her head.
A logically correct one - he had to be some restrained former military man with a high rank, a good tactician and strategist. maybe a little older than emre himself. tall and a little worn by age, intellectually sharp. a lot of experience behind him. maybe dark hair? stubble, gray streaks. scars. a tired voice.
in short, she'd already pictured him and emre silently drinking black coffee in the morning and all that.
(in my world emre is probably more into men, which freja knows, and that's a different story - which is why she tried to imagine what kind of person emre would actually be willing to keep close to him at that distance)
….SO YEAH, METAL GEAR…….

she even ended up sharing her assumptions with emre, expecting to hear how close she was, bcse the picture fit together perfectly.
to which emre almost laughed, but noted that she'd built an impeccable chain of logic.

well, freja was both intrigued and confused by the reaction.

emre knew she'd bring it up for the rest of his life, throw a lot of jokes at him in the future - but at least this moment was partial compensation.
and then she looked.
there is no older tactician-former-soldier.
and the moira theft was more… not a tactically planned operation, but chaotic luck that they got away with it. the photos of hazard were the icing on the cake.
