Hello Anon! Well, It's up for the artist's comfort, you can draw any tablet type and size for Clip Studio Paint but for me I'm currently using Cintiq 24hd, it's a good one because you can see the monitor what you're drawing. I wouldn't recommend to use laptops for long animations if you plan to make one. Since laptops wouldn't like much with heavy projects (Which has happened to me with laptops from my experience). But it's fine to use Clip Studio Paint on laptop with tiny projects. :3

Hey Anon! I use Cintiq 24hd. (They're pretty expensive... but in the long run, it's worth it.) The "cheaper" ones you could find so far are 13hd, only thing is that the screen is small.
