the User is considered a godlike entity beyond comprehension that lives outside The Net and even beyond The Web, with the opening narration of the first two seasons stating that no-one knows for sure what it is or how it works. however, the User is known for certain to exist because it drops games and occasionally system updates into Mainframe without warning, and also because it is the job of our heroes to kick the User's ass in every game it chooses to play. it's like if Cthulhu was real in all his vast and terrible horror and every few days you had to beat him at Mario Party
