Invalid reasons for why a character should not be redeemed:
They’re too evil! - Redemption has nothing to do with how good or evil you were to begin with.
They don’t deserve it! - Redemption is not something that can be “deserved.”
Their actions are unforgivable! - Redemption has nothing to do with forgiveness.
It’s too late for them to change! - It is only “too late” to choose redemption when a character is dead (unless the scope of the story includes an afterlife in which change is possible).
Valid reasons for why a character should not be redeemed:
It doesn’t fit the themes of the story.
They’re not an important enough character for showing the process of a redemption arc to be worthwhile.
They’re more interesting as a character who isn’t doing the right thing.
It’s more satisfying to let them keep being evil.
It makes it more satisfying when they die.
There’s probably more, but you get the idea.
Remember, redemption is when someone realizes they are wrong, and takes steps to doing the right thing. That is not something that can be “deserved,” it is not something that hinges on forgiveness, and it is not something that it is ever too late for! …Unless the person is dead or something.

Aww, Santa, but they put so much thought into the letter as well... though, that doesn't seem to stop the boys as they descend upon the coal! Butch immediately shoves entire fistfuls into his gullet, enjoying the delicious, crunchy treat from good ol' St. Nick.
Brick and Boomer, meanwhile, have scooped up their own handfuls and begun throwing lumps of coal at each other's heads.
Was it the million dollars each they asked for? No, but they're the Rowdyruff Boys. They can make their own fun, thank you very much -- even with coal!

"Listen, babe, just 'cuz you talk a big game doesn't mean you walk a big game. You know how many people go up to me daily and tell me they got what it takes to roll with the Rowdyruff Boys?" Well, actually, it was only Princess that one time, and there was no way Brick was letting her buy her way into his team. Even if she did have enough money to afford a lifetime's supply of jawbreakers.
See, that was the problem with girls in Townsville. The only one who ever got close to being hard enough to make Brick reconsider his stance was that blue Powerpuff Girl, and even then she was almost as big of a baby as her sisters.

Man really has no reason to call anyone dumb. He has a silly name and a silly background. He was a mii. At the others response, he just slowly tilted his head like a confused dog. At the end of the day, yeah. Eggman stealing those woodland critters and thinking someone strong enough wouldn't eventually take issue with it was a bit dumb. He guessed that was back in the simpler days where Sonic's stories were rooted in environmentalism...
Do all children talk like this? Man guesses he should just keep being very casual. Jae didn't have many, if any enemies. Oh he's going to overcorrect and chastise a child, oh, the greatest man,
"It's just one of those mad scientist things to do, I guess. I don't really get it. The woodland creatures Sonic likes are sorta special apparently, but you can say that about all of Mobius." Powerpuff Girls... Who? Huh? "I imagine his theme parks aren't really safe, either. That or it sells overpriced food and merchandise. That's just the vibe I get, though."
Small pause. He can't help but look around-- A bit impulsively, to make sure nobody was actually eavesdropping on them.
"But uh... Any other Sonic stuff on your mind? I can't answer where the chaos emeralds come from though, that's still. Very up in the air, somehow. Ancient aliens? Probably brought them along and all after they fled their home planet, but. I'm still confused."
Why would Boomer ask about the Chaos Emeralds? Those were pretty self-explanatory. They were a bunch of shiny rocks that turned people into Super Saiyans like those guys Goku and Vegeta. Yes, Boomer knows what Dragon Ball is, he's a five-year-old boy. Mojo's banned them from watching the Abridged Series, but thankfully Brick managed to get a 'vee-pee-ant' or whatever he called it to get past the parental controls.
Anyway, where was he?
RIGHT. SONIC HEDGEHOG.
"Yeah, I got another question!" Boomer frowns at the talk of overpriced food and merchandise. Come on, Man, that's all theme parks. Even Lucky Captain Rabbit Kingdom wasn't above the overpriced stuff. "But, uh, I dunno if you'd know how to answer it. It's not really 'bout Sonic himself or anything in the games."
"What's with that weird ugly shade of brown they keep usin' for the characters?"
