Instructions: Preheat the oven to 375F 190C. Whisk together the flour, cocoa powder, sugar, baking powder, baking soda and salt in a large mixing bowl. Whisk together the milk, egg, melted butter, and vanilla extract in a separate bowl. Stir the wet ingredients into the dry ingredients until they are just combined. Incorporate the chocolate chips. Fill each cavity of a greased donut pan about 2/3 full with batter. Bake the donuts for 10-12 minutes, or until a toothpick inserted into the centre comes out clean. Allow a few minutes for the donuts to cool before removing them from the pan. Serve warm or at room temperature, topped with powdered sugar or chocolate glaze if desired.
