Graphics Resource: Grandma Debs Little Bits
Grandma Debs Little Bits is a great graphics resource! It's typically written in English, with some posts in Japanese and other languages.
This website is geared towards RPG Maker VX/Ace, but there's also RPG Maker XP resources on it. (Also, I've used a lot of the VX Ace resources for XP, you just have to own both.)

RPG Maker Net: This site is currently undergoing an overhaul and is only intermittently online right now, but you can sometimes catch it. When you can't, the Discord is still available in the meanwhile. (English)

RPG Maker Resource Kit: A retired, read-only forum that still has a bunch of resources available.
Mundo Maker (Spanish)
Save-Point: I've had especially good luck finding XP scripts on this site. (English)

Oniromancie: tutorials, games and resources;
Le Palais Créatif: Retired/not maintained anymore i think, but you can still find scripts and resources (although some images are broken);
Alex d'Or: RPG Maker project contest. You can find finished games/demos there, sorted by year (or you can head to the "winners" page to look at the games that got the Alex d'Or award) if you want to play 'quality' rm games for free before starting your own project.
Little highlight from Oniromancie:
AMS Ultimate by Zeus81 and NanakyTim is a compilation of scripts that allow free movement on the map (instead of square by square), up to 7 terrain effects per map (not per tileset, per map) which allows visual footprint effects and different footstep sounds, a depth/relief system on maps, the ability for your character to jump, and many more things that you can look at in the demo (unfortunately for most it's in French but there might be an English version somewhere idk)
