Reincarnation

You know what I never understood? The reincarnation. In the first arc, we learn that Queen Serenity sent them to the future to be born again. And she died. Then in third arc we learn that after everyone died (but the Outers), Uranus Neptune and Pluto (accidently) summoned Saturn and she destroyed everything , at which point the Outers died too. BUT THEN they get reincarnated at THE SAME TIME as the rest!! Even without Queen Serenity sending them there. Finally in the last arc we learn that because they have special Star Seeds, they always get reincarnated anyway (with the Galaxy Cauldron, without help from Queen Serenity). So maybe I misunderstood something?? Did Queen Serenity really do something? 

And at the very end, when Usagi and Mamoru lie in bed and she says she felt a new Star being created, was that 20 (or so) years after the last arc? (Because Sailor Moon went into the Galaxy Cauldron)

The last scene of the manga was a few years jump from the end of the last arc, not 20. Usagi is like 21 or 22 (based on the timeline King Endymion lays out in Black Moon arc) and she’s newly pregnant with Chibi-Usa (hence feeling the starseed).  Basically I think that was Naoko’s way of telling us everything was going (mostly) to plan. 

Now, as for your first question, the outer senshi were obviously written in later, so it takes some retconning but one assumes when the entire SilMil was destroyed, the outer senshi posts were as well and thus was part of QS’s giant reincarnationapalooza. 

OKAY SO IT TURNS OUT @irritablevowel said that the QS “sending everyone forward” is an invention of the anime and in the manga all she did was seal Metalia – until the reborn senshi were ready for her.  So the reason it’s confusing you is it’s mixing canons.

They were reborn the same time (ish - I mean people’s ages vary by a few years here or there, but they are all teenagers together at least) time but they don’t *awaken* until later - when an “outside” threat comes (Beryl being an “inside” threat - and the war Princess Serenity needed to finish - and Black Moon being from the future) in the form of Death Busters.

As for Setsuna Meioh– that one is a bit of a headscratcher (to borrow the term @irritablevowel).  Is she reborn as normal after her death, but NQS, sent back in time to like 19 (or so) years before the Death Busters arc and she’s been living her life as normal even while Sailor Pluto is helping the senshi in the Black Moon arc?  Which is she? Where does she come from? Does she exist at the same time as Pluto or does Pluto exist outside time? This is where headcanon comes in and I’m sure my followers (who are much smarter than me in things like this) have lots of ideas.

This is more backstory than in the manga, and that’s actually just PERFECT. Sailor Moon Crystal is IMPROVING the manga while being faithful to the story. I’m astonished. But fascinated.
