To put things into perspective, this is what The Move likely meant for Billy:
He was further away from his mom, yes, but also further away from any extended family members. Neil moved them as far away from family as possible.
He was further away from his friends, and there was no easy way to communicate at the time besides calling them on the phone or sending letters. Both methods could be easily intercepted by his father.
He was unable to bring everything with him. We don't see his surf board anymore, and there were probably other big items he could not take.
He was away from the beach and the ocean, which were places he could escape to. They were so important to him that he mentally escaped there when he was possessed, but he would never touch the shore again once he moved to Indiana.
If he had an established job, he didn't anymore. The fact that he has a car to upkeep implies he's working because there's no way Neil would pay for it. So now he had to go job hunting in a new town.
Any established doctors he's had are now gone, and he would need to get new ones on top of registering for a new school. Being involved in sports, he was probably able to obtain a primary but it's probably not someone he trusts enough to discuss what's been going on at home.
Being in a new town is disorienting, because you don't know anyone and you don't know where everything is. Yet, Neil and Susan insist that he babysit Max all the time and bring her to places she wants to go while punishing him for going off on his own and not watching her.
All of this is a pretty isolating experience and combined with the fact that his father abuses him, it is pretty clear that the move itself was literally a calculated move to control Billy. It's why Billy is so pissed off. While the way he takes out his rage isn't right, the rage itself is valid.
Billy's whole life was uprooted and any chance he thought he had of being free of Neil became that much further out of reach. Then to add insult to numerous injury, he was buried there in Indiana and Neil took off.
