It’s my headcanon that this is how Haruka let Michiru know what she was plotting. Because they always said they would sacrifice the other if it came down to it. They always tried to put their duties ahead of their feelings. So when Haruka said this, she was saying the most out of character thing ever. And Michiru knows Haruka. And she knew Haruka was making a play.
