I’ve seen mentioned that you should be able to drop off a mail-in ballot at a voting site if the mail system is further ruined by then than it already is. it’s a good thing to look into because while it’s not as safe as mailing, it can still cut down on time spent in public and around vectors if you’re not standing in line or dealing with the machines everyone has already touched.
