Yes. We’re technically at war. Casualties happen. I’m just trying to make sure the right people get killed. This raid doesn’t even rank close to what we need to happen. It’s mainly about turning the Districts against the Capitol and then pushing back.
But this war is about getting our basic human rights back from the Capitol. To cut off their control. Most of it might be playing it by ear. I’m just here to follow and dish out orders.
So, like... this is a big deal but it's sort of also not a big deal? Like it's a big deal in the way you don't want people to take it lightly but it's also... like just sort of regular kind of mission? Something like that?
I thought most of the Districts were on your side? I mean obviously I don't know because I'm from one and we're the most Capitol District there is. But... I thought the rest were all like 'yay Rebellion' or something.

Killing isn’t the main priority in this raid. It’s to support District Nine in their fight against the Capitol. If you’re going to go on a killing spree, you might as well have a reason behind it.
