Gotham Rogues who could potentially beat Scarecrow's fear toxin:

Poison Ivy: An obvious choice. She is poison personified and chemicals would not affect her as they would a regular human. She's immune and she ragdolled Crane the first time he tried it out her. A hard lesson learned.

Talia Al Ghul: Trained to have complete control of her mind through both mental techniques and ancient herbal concoctions, Talia is even more capable than Bruce of resisting the effects of fear toxin. Absolutely no effect.

Mr Freeze: His unique body chemistry negates the effects of toxin as it cannot survive in his sub-zero cells. It dies too quickly to have any effect.

Catwoman: Selina is vulnerable to toxin but due to some of the mental conditioning she underwent with Talia (to help her hide Bruce's identity) she can actively avoid the more debilitating side-effects.

Bane: However, only when he's under the effects of Venom. The adrenaline and chemicals within the venom are powerful enough to override the chemicals within the toxin. If he's not taking Venom then he can fight off some of the harsher effects through sheer will but will still suffer.

Joker: He's just a fucking weirdo and toxin does sweet nothing for him.
