Headcanon that during the Second Shinobi World War smoking became very popular amongst Konoha’s forces who were attempting to cope with stress/stave off hunger. 

During quiet moments Jiraiya, Orochimaru, and occasionally Tsunade (though she disapproved of it) would sometimes pass a cigarette or a pipe back and forth while they killed time.

After the conflict ended Orochimaru and Tsunade kicked the habit completely
