Soichiro took possession of the Death Note after the task force finished its pursuit of Higuchi. He deliberated at length over whether to hand it over to L, but ultimately decided to keep it for Light's sake. Later, Rem—deeming him trustworthy—revealed the location where the second Notebook was hidden. Thus, Soichiro became a unique kind of Kira: one whose goal was not to create a new world, but to save his own son. Unfortunately, maintaining Light's alibi required him to kill criminals. This led Soichiro to question whether Kira was truly dangerous.

Soichiro didn't consider Light completely innocent; his job was to ensure his son had nothing to do with Kira. So, when he searched Higuchi's car, he took advantage of the situation and took the Death Note for himself. He told the rest of the investigation team that he found nothing.
L never gained access to the Death Note, but he knows about it from Higuchi's testimony. He still doubts whether this is a lie, and whether the Death Note even exists.
The rest of the Kira search team never saw the Shinigami, as they never touched the Death Note. Consequently, L never interviewed Rem.
Rem never directly revealed who Kira-1 and Kira-2 were, but she did inform Soichiro of the location of the second Death Note. As we recall, Light left it in the forest, enclosing a letter for Misa between the pages. From this letter, Soichiro realized that L had been right all along.
Soichiro's task now is to completely clear Light and Misa's reputations.
