Powers and Weapons
(Excerpt taken from Who's Who: The Definite Directory of the DC Universe #19)
The Rainbow Raider has remarkable powers over colored lights, which emanate from his Prisma-goggles and (after the explosion that charged his optic nerves) from his own eyes. These lights affect the emotions of his victims. Red light causes anger; blue causes sadness; green, envy; yellow, cowardice; etc. Black light saps his opponent's energy and color (literally), and a brilliant blast of white light can temporarily blind a foe.
The Raider is also able to create solid objects out of light. His "Prison Prism" is one example, but primarily he uses this ability to generate solid "rainbows" that he travels upon.
Bivolo also invented a "color shifting" paint that could effectively render an object (or himself) invisible.
