Considering the rest of the film’s heavy anti-colonization messaging, the main antagonist being heavily modeled on & inspired by General Custer, the other main (human) protagonist being a Native man (& the fort is where Spirit meets Little Creek), yes, most likely
YES. It was 100% intentional. I highly recommend reading up on the making of this film. There was an incredible amount of care that went into the development.
They had Lakota consultants for the project, especially regarding the use of the Lakota language in the film (which is used sparsely, but when used is accurate).
It’s par for the course now to consult people belonging to a culture for projects representing it these days (i.e. Moana, Frozen 2, etc.) but it certainly wasn’t when Spirit came out in 2002.

Pro hero Katsuki rescues a quirkless civilian who's a little too brave and reckless for his own good (he's also the cutest thing Katsuki has ever seen) and who also happens to be Katsuki's long lost childhood friend, Midoriya Izuku.
They meet a couple of times, Katsuki apologizes for the things he did as a kid and they become friends, the problem is that Katsuki falls head over heels for the nerd and becomes embarrassingly soft for him.
Which leads to Izuku think the other has changed quite a lot and now he's the nicest, kindest pro hero alive. He's constantly frowning at the tweets he sees about Dynamight and all the people that claim to have had the pro hero growling at them or curse them at some point.
One of them assures he was rescuing a couple of people and after he made sure they were okay, he told them to "Stop being such useless extras and not to run into a fight between a hero and a villain ever again."
Izuku is sure all those are just lies, because the Katsuki he knows now would never say something so rude to anyone. He usually gets mad at the articles or videos that talk about Katsuki like a bad-tempered pro hero, having no idea the blond is only nice to him.
Eventually, people start to notice; Izuku runs into another problem as a villain starts making a mess near the building the green haired man lives in... Fortunately, Dynamight takes care of the villain and rescues the civilians.
People notice he has one young, cute man in his arms and hasn't let go of him the entire time; they look with confusion at them because the pro hero hasn't snapped at him not even once.
Then Dynamight leaves this mysterious man on the ground as his eyes roam all over his body with worry before he takes the other's face in his hands. Some of them worry for the cute man only to stare in shock as the pro hero smiles softly at him.
"Are you alright, Izuku?" The people near them manage to hear the pro hero's voice in the softest tone ever; they can't believe it.
"Just a couple of scratches. Don't worry about me, Kacchan!"
"Stop running into trouble, nerd." Dynamight scolds him with a fond smile on his face.
"I'll try," Izuku says with a chuckle before Katsuki takes him to one of the paramedics who has had the misfortune to have dealt with the pro hero before.
She expects a growl or a snarl but none of that happens.
"Take care of him," Dynamight says, clearly making an effort to be nice, then, he takes another look at the young man next to him and adds, almost in a whisper: "Make sure he's alright, please."
When she's left alone with the cute civilian, who smiles at her almost shyly, she can't stop herself from blurting out:
"Who are you?"
"Midoriya Izuku! Nice to meet you!"
She introduces herself, even though that's not what she meant at all.

The "incident" becomes viral after that. Everyone starts talking about Dynamight and the cute man named Izuku who's apparently just his "friend".
Some people don't believe that, they're sure Dynamight is secretly dating him and the ones who believe it, are sure the pro hero is absolutely in love with the cute civilian.
There are pictures of them all over Twitter; Dynamight carrying Izuku in his arms and looking down at him with worry as he puts him out of harm's way. Dynamight wearing civilian clothes, going out with Izuku and smiling at him with a fond look on his face. His fans didn't even know he was capable of smiling.
Another photo of them getting out of a coffee shop; the pro hero is opening the door for Izuku, while staring at him with what people call "heart eyes". Then another of Dynamight carrying a couple of bags full of All Might merch and a happy Izuku with stars in his eyes babbling about something while the blond grins from ear to ear at him.
Of course, Katsuki's friends find out about it and they demand to meet the cute man in the pictures.
Katsuki growls at them before reluctantly agreeing.
"But if you don't behave, I'll blast all your faces off!"

"I still can't believe a cinnamon roll like him is friends with Bakugo," Kaminari says, looking down in confusion at the photos on his phone.
"He's soft for him, haven't you heard?" Ashido chuckles, sitting next to Kirishima on the table.
"I don't think Bakugo is capable of being soft," Kaminari argues with a frown upon his face.
"Of course Bakubro can!" Kirishima says, although he doesn't look entirely sure.
However, that's when they see it: Bakugo has walked in the coffee shop with the green haired man next to him. He's young and so incredibly cute. They even look oddly good together; completely opposites, but like they belong with each other somehow.
Ashido notices the moment Bakugo puts a hand on the other's back as they move through the place until they reach their table.
"Hi! I'm Midoriya Izuku! I'm so happy to meet you!"
Kaminari's jaw drops as they all watch Bakugo waiting for Midoriya to sit first before sitting next to him himself. He hasn't growled or narrowed his eyes once since he walked in the place.
He's even smiling at Midoriya as the others introduce themselves and he proceeds to explain to Bakugo's friends he met him in preschool.
"Are you hungry, Izuku? Would you like something to eat or drink? Maybe both?"
No one can believe it; Bakugo asking softly to someone else, leaning closer and putting a hand gently on another's shoulder? It's so weird.
"Yes! Could please bring me a chocolate muffin and a salted caramel mocha, Kacchan?"
"You're going to get cavities from all that sweet, nerd..."
Midoriya pouts, Bakugo inevitably sighs and rolls his eyes before lovingly running his fingers through the other's hair.
"Fine..."
"Bakubro, can you bring me–"
"You have two functional legs, don't you, shitty hair?"
"Kacchan!" Midoriya looks up, a little bit surprised since he's sure Bakugo is kind to everyone.
"Fine! What do you want, shitty... I mean, Kirishima?"
At the end everyone ends up telling Bakugo what they want and Midoriya decides to go help him bring everything to the table.
Ashido takes the opportunity to look at her two friends, who still look as shocked as she feels.
"Looks like Bakugo is in love..."
Kirishima nods, trying not to chuckle, however, his smile disappears when he notices Ashido's expression.
"No."
"Come on! We can help him! I have an idea!"
"Your ideas always make Bakubro mad..."
"Trust me, he'll be so happy afterwards he'll even thank me..."
