Hello, Anon! First of all, sorry for the late reply. I was spending the weekend with my family, so I only just saw your comment. But back to your question!
I like to headcanon that there are many languages across Earthbread. Every kingdom would have its own official language, but there would also be regional dialects and local/tribal languages. Take the Dark Cacao Kingdom, for example: Cacaoian would be the official language, while communities farther away from the Citadel might speak their own languages, like the Milk Tribe.
As for how cookies from different kingdoms would understand each other, I imagine they'd need some sort of common language. Think of it like Latin in our world. (I actually want to explore this idea more in some of my other fics.)
We know from Beast-Yeast Chapter 11 that Black Sapphire and the other minions have been around for a very long time. Because of that, I think he would have learned many different languages over the centuries if he wanted to spread deceit effectively. As for which language he'd speak/swear, when he gets emotional, there are so many possibilities! Personally, I like the idea that it's some obscure language that never had a writing system. So nobody else would understand it/could tell what he's saying.
Sidenote: I really wanted to include lines in a language I come up with, but the editing process was already taking so long, I ended up scrapping the idea.
