The way Techno handled Dream at the portal was actually brilliant. Techno understands that the issue isn’t where Tommy goes. It’s power. Dream needs to have the power in this situation. He undeniably has power over Tommy: he has the disc, and Tommy just committed a crime he should be executed for.
Dream won’t be satisfied unless he’s the one with the power. So Techno reminds Dream that he also has power over him, that he owes Dream his life and a favor. Releasing Tommy would be a favor, which he’ll gladly pay if Dream asks him to. Tommy is at Dream’s mercy and Techno is in Dream’s debt.
It may seem to Tommy that his safety is far from guaranteed, but Techno won the confrontation the second he acknowledged that Dream has power over him. He forced Dream to choose: release Tommy or release Techno from his debt. He can keep his power over Tommy or keep his power over Techno. He can’t have both. And Techno knows Tommy is safe because relinquishing any power in front of Tommy is not an option for Dream. He won’t call in a favor to get what he wants, his pride won’t let him. They can walk away because Techno put all the power to choose in Dream’s hands.
Techno, who could level the entire SMP with withers, who can win a 4v1 against a netherite clad army, who can cheat death, allows Dream to have complete power over him in order to save Tommy. Now that’s character development.
