“some private owners can do it right” you’re not special! There is 0 reason to keep a hot as a private owner. You want a pretty snake? Hundreds of pretty snakes that aren’t hots. You just want hots for the novelty. For the cool factor. Bragging rights. Yeah there are facilities that produce antivenom but uhhh those are businesses that have to adhere to standards, not some random dude with too much cash to spare.

Okay I understand what you're saying... People who go out of their way to keep "dangerous pets" because of the thrill factor just had it coming. But I live in Arizona. A state where the the majority of the "deadliest animals in North America" live. I grew up in a place where seeing a snake that could kill you with one bite is a regular occurrence. We used to catch bark scorpions and keep them as pets. My dog regularly chases Coyotes away from the house. I mean, hell. If you go to the Phoenix Zoo, the section of "Arizona Wildlife" is basically an exhibit of North America's deadliest animals. It's one thing if you import some crazy exotic animal from another part of the world solely for the thrill factor. But people still die here from snake bites. People still die here from scorpion stings. And thats not them trying to keep an exotic pet, that's from them walking into their garage. It's from them going out to their car in the morning to go to work. Hell, I was always taught to tap out my shoes before I put them on because there might be scorpions in them.
My point is that you can't just look at a statistic. Sure a lot of people die from these exotic animals. But keeping a German Shepherd that is not properly socialized and trained is just as capable of hurting as person as the "bugs" we used to catch add kids. Regardless of it being a domesticated animal or it being wild beast, it all depends on the knowledge of the person in possession of it.
I just want to know how I can fix this.
