Would Javert ever be a different kind of officer? Like a conservation officer?
In Montreuil sur Mer, Javert was an officier de paix (peace officer). Literally, he kept the peace, but only because it was his job. I'd like to dream up different AUs and scenarios where Javert could be a different type of officer, but I really don't think that it would be the case if we stuck to strict canon-personality Javert.
The main reason why I think this would be the case is, as Hugo said, Javert was given the 'unpleasant but useful' tasks, which basically entails anything his superiors need him to do. If he was an officer of a more specific field (such as conservation) he'd be extremely displeased and would shift to something more general.
There's also a need that Javert has to accept orders from his superiors. I think he has very little self direction (granted, he has lots of determination) but he is certainly the kind that needs to take orders from people. Only people he deems worthy, which are a select few, but he listens to them nonetheless.
I also think that there's a people element involved? I'm not saying that the other types of officer positions would leave him isolated, per se, but I feel like his interactions as an officier de paix are the few interactions that he has with people (outside of the Prefecture). Even though Javert is clearly a solitary man, one can never really go without human interaction. It keeps him sane.
